Water needs a steady route to the downpipe. A sag between brackets or a joint sitting too low can hold water and spill over during rain.
The outlet or downpipe is restricted
Small amounts of moss, silt or debris can collect where the gutter meets the downpipe. The channel may look clear while the narrow outlet below is partly blocked.
